planning vs reglarisation

is there any planning in our cities development both in capital as well as tier ii cities, if at all there is any why this regularisation coming up and filling government's coffers with poor and middle class hard earned sweat. In my opinion there is no planning at all from government's side rather no governmnet in AP has guts to demolish any structure wether built on own or encroached land (or) with clear cut approval by city planning departments or constructed by builders as they like by just spending some money towards bribes to the authourities.
