Parents got internet in India, I have internet (outside)

Parents in India got internet, I also have broadband (outside india), how to make phone calls over the internet?. Phone -to - phone, how to get VoIP connection?.

Everymonth, I spend $300 for regular phone bill, Is there anyway I can use Internet, can somebody suggest me.

I guess her parents are not comfortable enough with such software. I have observed that not many adults in our region are comfortable enough with using computers and the software we use when compared to adults in the west.
